Unfortunately Efrat is only available to Israeli Jewish women, and its purpose is to increase the Jewish birth rate. Arab citizens of Israel who find themselves pregnant and unable to cope are not eligible for any support from Efrat. As a Catholic and a frequent visitor to Israel and Palestine, I can't call Efrat pro-life. Pro-life means protecting all unborn babies, not just babies who happen to be of the right race or ethnicity. It means protecting unborn babies simply because they are precious individuals beloved by God, not because their presence in your country will help you to outnumber the people you have designated as 'the enemy'.
